In most ways, Weaver has had the hardest path so far of all the "immigrants". Unlike Amanda and Dax, he can't "pass" even in bad light and heavy clothing. So he's really been exposed to some of the worse aspects of human behavior.
So it's good to see him free and finding at least part of what he's looking for. One could speculate (ignoring the storyteller's smug grin :) ) that this pool is where all the others will eventually gather or be gathered.
