Neptune is almost human sized and can fly, but does not have hypertrophied muscular development to power the wings nor yet the bony structure to anchor it. Maybe she is much lighter than a human of the same size, or maybe she has something like Ivy's means of flying.
In that case maybe she uses the wings more for control than actually staying aloft. If so, why are they so large? Maybe she can do some impressive aerobatics?
I guess it will be a while before we see where Neptune's story is going.
