It's strange that the Colonel was more disturbed by the thought of helplessly watching Amanda fly away, then the real threat that that MOUNTAIN CLIMBING harness would hold long enough for him to be dangling under his baby at 3000 feet right before his knot slipped!

They have always lived in this apartment since the comic began.
If you're confused about his reference to "The Colonel," he thinks Fred looks like Colonel Sanders (the mascot of Kentucky Fried Chicken) and always calls him "The Colonel" for some reason. The rest of his comment was about why Fred didn't think about what might happen if Amanda tried to fly away and took him with her--it's not like anchoring her to his body would keep her down if she was determined.
